Historically, technological innovations have flowed from the defense sector into civilian applications. Today, the reverse trend is accelerating: advances emerging from technological and industrial ecosystems—such as aerospace, space (New Space), robotics, and AI—are profoundly transforming defense capabilities, value chains, and innovation models. In this New Defence landscape, a new Defense Technological and Industrial Base (DTIB) is taking shape, characterized by the emergence of new players and the spread of dual-use technologies. This shift raises major challenges: technological sovereignty, accelerated innovation cycles, the ability to scale industrial production, and the rebalancing of power between established players and new entrants.
